Job Summary
The Outreach Construction Manager (CM) is responsible for conducting field assessments and constructability reviews. This role serves as the primary field resource for evaluating transformer locations, meter conversion feasibility, underground service routing, and potential property impacts prior to construction activities.
Outreach CM collaborates closely with Construction, Engineering, Outreach Customer Operations Specialists (COS), and property owners to identify and resolve site-specific constraints. This position requires strong utility construction knowledge, customer engagement skills, and the ability to assess underground installation feasibility while minimizing impacts to customer property and daily use .
ResponsibilitiesResponsibilities:
Site Assessment & Property Evaluation
- Conduct detailed field evaluations of proposed transformer and underground service locations.
- Assess transformer placement relative to:
- Water lines.
- Sewer lines.
- Septic tanks and drian fields.
- Trees and Landscaping.
- Irrigation systems.
- Driveways, sidewalks, fences, and other property improvements.
- Evaluate site conditions to ensure proposed installations minimize disruption to the property owner's use and enjoyment of their property.
- Document existing site conditions, property features, and potential construction conflicts.
Electrical Service & Meter Verification
Electrical Service & Meter Verification
Verify whether existing electrical meter equipment is compatible and convertible for participation in the program.
Identify service equipment requiring upgrades, relocation, or engineering review.
Coordinate with Engineering and Customer Representatives to resolve meter conversion issues.
- Evaluate proposed underground service routes and boring paths between transformers and customer meters.
- Identify above-ground and underground obstructions that could impact construction, including:
- Existing utilities.
- Septic systems.
- Trees and root systems.
- Landscaping features.
- Hardscape improvements.
- Structures and property enhancements.
- Recommend alternative routing solutions when conflicts are identified.
- Validate field conditions and communicate constructability concerns to Engineering and Construction teams.
- Act as a liaison between the Customer, MasTec Construction, Engineering, Outreach COS personnel, and property owners.
- Participate in customer meetings and site visits to explain project scope and address property concerns.
- Collaborate with project stakeholders to resolve site-specific challenges and maintain project schedules.
- Escalate complex field issues and coordinate corrective actions as necessary.
- Maintain accurate field notes, photographs, sketches, and assessment reports.
- Document constructability concerns, utility conflicts, meter conversion issues, and customer requests.
- Provide timely updates regarding site readiness and outstanding issues.
- Ensure field findings are accurately entered into project tracking systems and shared with appropriate stakeholders
Qualifications
Minimum
- Associate degree in Construction Management, Engineering, Utility Technology, or a related field; equivalent experience may be considered.
- 5 years of experience in utility construction, underground utility installation, construction management, engineering support, or related infrastructure projects.
- Working knowledge of underground utility construction practices and directional boring operations.
- Ability to read and interpret engineering drawings, utility plans, and construction documents.
- Strong communication and customer relationship management skills.
- Valid driver's license with the ability to travel throughout assigned project areas.
Preferred
- Bachelor's degree in Construction Management, Engineering, or related field.
- 10 years of utility construction or infrastructure experience.
- Experience supporting FPL projects or utility undergrounding programs.
- Knowledge of electric meter installations, service equipment, and utility clearances.
- Experience identifying utility conflicts, constructability issues, and customer property concerns.
- OSHA 20 Certification or equivalent safety training.
